Given that you are new, I would recommend you to do some courses first to get familiar with the field.
I think the best resource that I am aware of is Andrew Ng's course on machine learning. It's the same I did when I started learning and I think it is pretty relevant today as well.
It will teach you most of the fundamentals of ML with the mathematics behind it. Do solve the assignments here.
Once you are done, I would recommend continuing with other courses of deeplearning.ai as they have many specialized courses for various fields in ML.
